Plan afoot to purchase new
vehicles for Governor

ITANAGAR, Nov 02: Governor of Arunachal Pradesh JP Rajkhowa recently wrote a letter to Prime Minister Narendra Modi seeking reconsideration of airport project at Hollongi citing high cost for land acquisition and instead suggested for upgradation of Lilabari airport. However, when it is a matter of buying new vehicles for his office, the governor seems to apply different yardstick and looks least worried about financial issue. As per the documents available with this daily, the office of Resident Commissioner, New Delhi in July this year placed demand for buying of two new vehicles for the Governor.
According to a letter written by Minik Damin, deputy secretary to Governor to the Secretary (GA), GoAP, "the matter has been discussed with the Governor as to which vehicle and make to be purchased." The letter further said that governor consented to replace the present Mercedes Benz E class by Mercedes Benz C class and present Honda Civic hybrid should be replaced by Toyota Camry Hybrid. The colour of both the vehicle should be Metallic silver.
The decision to buy costly vehicles is contrary to the idea of financial prudence which he is advocating for.

Minor rescued at Hapoli

ZIRO, Nov 2: Acting on a tip of, a team of officers today rescued a child who was engaged as a labourer in a restaurant here at Hapoli and handed over to Shelter Home run by an NGO Achukuru Welfare Society, Ziro. The child has been identified as Ajay Kenwa, 13 years old.
This morning, Child Line Itanagar received an anonymous call saying that an underage child has been engaged as labourer at a restaurant. Child Line Itanagar on its turn passed on the unconfirmed message to Deputy Director, ICDS cum District Child Protection Officer, Ziro. Accordingly, the team led by Gyati Bath, SA (ICDS), Lower Subansiri district and I.Lollen, OC police station Ziro along with police personnel raided the restaurant and found the child.

Teacher dies
YUPIA, Nov 2: Junior Teacher (JT) of Govt. Secondary School Banderdewa S PN Singh breathed his last on October 29 at Agra, UP.
Singh hailed from Parauna under Saran Chapra district in Bihar joined in Education department as Junior Teacher in September1988 in Lohit district and served many interior schools of the districts with sincerity and dedication for more than 27 years.
He was presently serving in Papum Pare district.
Expressing grief and sorrow over his demise, the Deputy Director of Education, Papum Pare TT Tara in a condolence message said that his contribution towards the education department will always be remembered, appreciated and cherished.

CoSAAP withdraws pen down strike

NPR updation training held
ITANAGAR, Nov 02: Training cum briefing session to develop proper approach for the updating of the National Population Register (NPR) database and seeding of Aadhaar number in NPR database was held today at the conference hall of the Capital Deputy Commissioner today.
Highlighting on the objective of the training, Deputy Commissioner Mige Kamki informed that the percentage of Biometric Enrolment at Papum Pare including the Capital Complex is 64% as of now. As the target is to make it 100% by the end of this year, so we really need to speed up the process of biometric enrolment, stressed the DC. He further urged the administrative officers who are also the charge officers to work in coordination with each other so that the process is completed in a smooth manner within the stipulated time.
Census Operations, Jt. Director, in charge of Arunachal Pradesh, Bharati Chandra briefed on the objectives, system and process of biometric enrolment under NPR and also discussed in detail the manual of instructions for the updation of the NPR database. Informing that the updation process would start from Nov 15th for a period of one month, she asked the charge officers to appoint enumerators for the same and proper training to be provided to them. During the updation, the enumerators would visit each household and update the NPR. She also informed that earlier those who were not enrolled in the 2010 census were asked to fill up the NPR forms for further enrolment and permanent enrolment centers were also set up at the respective Deputy Commissioner's office for the left out public.
The NPR is a comprehensive electronic database of all usual residents in the country containing 15 fields of demographic data and the biometrics namely photographs, ten finger prints and IRIS prints. The Biometric is then used for the generation of Aadhar card.

AAPWU LDV unit cries foul
on absence of RO
ROING, Nov 02: Stating that the Registration Officer appointed for Lower Dibang Valley by the Arunachal Pradesh Building and Other Construction Worker Welfare Board (APBOCWWB) is yet to join the district, the All Arunachal Pradesh Workers Union (AAPWU) unit of Lower Dibang Valley has appealed the Deputy Commissioner Roing to immediately take necessary action.
In a letter to the DC Roing, the AAPWU claimed that the Registration Officer (RO) appointed for Lower Dibang Valley has never joined at the district, however, the salary of the RO is being drawn from Itanagar without any consent or notification of the district welfare board.
The union stated the absence of RO in the districts of DibangValley, Lower Dibang Valley, Lohit and Anjaw, is hampering in the disbursement of the welfare schemes declared by the state government at regular intervals. All declared beneficiary schemes have remained defunct in these districts, it added.
AdiSU seeks subject teachers
ITANAGAR, Nov 02: The Adi Students' Union (AdiSU) had drawn the attention of education authority towards pathetic condition of Dambuk Hr. Secondary School. In its representation submitted to the DDSE Lower Dibang Valley district, AdiSU expressed deep concern over shortage of teachers in the said school. Talking about footbal, which has emerged one of the most popular sports in the world in modern times, he said that many players have made their country proud by making big in this game.
He expressed his pleasure to find that young people are coming forward in support of this game. He encouraged the young players to do well in the tournament and maintain sportsman spirit throughout the tournament.
He also encouraged all the young and inspiring talents to go ahead with their games and sports skills and participate in all the major events in India and abroad. He informed that the State Government has given special emphasis towards development of sports and sportspersons. The Government has made special provision for the sports persons who bring laurels to the state in different sporting events at national and international level events. He also informed about 10 percent job reservation for meritorious sportspersons in Government departments.
He asked the participants to uphold and maintain discipline stating that winning and losing are part and parcel of any game and the players must learn to accept defeat gracefully, he said.
He also highlighted on the State Government's developmental programme and policies, such as Chief Minister's Universal Health Insurance Scheme. Former MP and Arunachal Pradesh Football Association President Takam Sanjay, who was also present on the occasion, encouraged the sportspersons to take up sports seriously and make career out of it. He informed that many young Arunachalees are bringing laurels to the State through their outstanding performance in various sports disciplines, like karate, weightlifting, archery, badminton etc. He asked the young players to strive for the best in the field of football and bring glory to the State.
Meanwhile, Sanjoy asked the players to maintain strict discipline throughout the tournament saying that discipline is the most important essence of our lives. Anyone violating the rule will not be allowed to play football and participate in Tadar Tang, the APFA president cautioned the players and members.

It has also been informed that the players for Santosh Trophy and Dr. T. Ao Tournament will be selected from this tournament.
The Tournament is being organized by the Lohit District Administration under the aegis of Arunachal Pradesh Football Association and sponsored by Department of Sports, Government of Arunachal Pradesh.

ITANAGAR, Nov 02: To ease traffic congestion in the Capital Complex, 'Paved Shoulders'
along NH 415, formerly known as NH 52-
Paved Shoulders are extensions beyond the carriage way. It, often serving as an emergency stopping lane, is a reserved lane by the verge of a road or motorway. It has multiple usage such as; in the event of an emergency or breakdown, a motorist can pull into the shoulder to get out of the flow of traffic and obtain a greater degree of safety, emergency vehicles such as ambulances and police cars may use the shoulder to bypass traffic congestion, shoulders are used as travel lanes during peak commuting hours.
"Chief Secretary is very keen to see Paved Shoulder and it's because of his initiatives, funds could be made available. We have been allotted Rs 10 crores during current financial year. This is a short term measure on the existing Highway. The works will be completed by November end," informed Chief Engineer Highway Bora Ete.

CM urges Centre to clear pending proposals
ITANAGAR, Nov 02: Chief Minister Nabam Tuki requested the Union Minister of State for Finance Jayant Sinha to impress upon his ministry to clear the pending proposals amounting to Rs. 4571.55 submitted to NITI Aayog by the state government.
The Chief Minister informed the Union minister, who called him today morning, said
that the state-
"We have enormous resources but these need to be rightly tapped to reap the benefits," the CM said and sought support and assistance from the Union Government to make the state at par with other developed states.
The proposal includes projects like Greenfield airport at Hollongi, drinking water & drainages, district/mini secretariats, CC roads, stadiums, helipads, High court building, infrastructure for newly created districts, etc. Sinha while minutely going through the presentation on financial status said that the debt burden of the state is within the permissible limit and the overdraft and ways and means on advance availed is also under control. He assured funds through DONER in lieu of absence of external funding to the state.
He also emphasized for development of hydro power besides stressing on making marketing linkages with Bangladesh and Burma for economic sustainability.
The Union Minister was in the state capital today to review schemes like PM's Jan Dhan Yojana, Atal Pension Yojana and other financial inclusion programmes of the Center.
Meanwhile, the Chief Minister exhorted the bankers to recruit more and more local youths in the branches in Arunachal Pradesh besides opening new branches in far flung interior border blocks to ensure the benefits of central as well as the state government programs reach the needy.
During the meeting State Bank of India (SBI) Chief General Manager P.V. Murty gave a detail presentation on implementation of Government of India's Programmes. State Planning Secretary Sonam Chombay placed an overview of the state finances, Fourteenth Finance Commission award and developmental initiatives taken up by the state government.

The Governor, who have been steering the Swachh Bharat Abhiyan, called upon the NERIST Society to strive initially for Clean and Green NERIST and then for Clean and Green Arunachal.
The Governor opined that either to do good to the society or to do great things, there is no substitute to hard work and perseverance. He also advised the people to develop better work culture amongst the people of the State, especially among the government servants. Expressing concern on the drug addiction problem, he called for initiating awareness activities against drug abuse during the festival.
Commending the faculty members and students for the multicultural annual festival, which also include SHRISTI 2015 the Governor emphasised on the maximum participation by the student community under the active guidance of the faculty. He said that extracurricular activities are means to relieve the mental stress during studies. The Governor added that such activities contribute to the growth of the institute along with strengthening camaraderie and brotherhood amongst the members of the institute.
Referring to his meetings on state of roads in the State four months earlier, the Governor once again called upon the State Government to form a task force constituting representatives from the Central Road Research Institute, Delhi, Indian Institute of Technology, Guwahati, North Eastern Regional Institute of Science and Technology, Nirjuli and senior engineers from the State Works Departments.

RUKSIN, Nov 02: With a view to reduce use of chemicals in tea and vegetable cultivation, Siang Tea Industries Pvt Ltd has launched a series of training on organic farming for the tea planters and commercial horticulturists of the state.
The first training initiated by the tea company was conducted at Shantivan Tea Estate today with participation of as many as 45 farmers from different parts of East Siang district and Jonai of neighbouring Assam.
The participants were taught the methods and materials for preparation of organic manures and pesticides with practical demonstrations.

PASIGHAT, Nov 02: The first round of Citizens Consultation Campaign (CCC) concluded on Sunday night at Gandhi Chowk with a positive note.
Giving a clarion call to the citizens, Pasighat MLA, Kaling Moyong has said that the Smart City Proposal (SCP) being prepared to be submitted to the concerned union ministry should include plans related to the possibilities of involving the civil society in the governance.
The Urban Local Bodies (ULBs) of cities shortlisted for the smart city project had been directed by the Urban Development Ministry to submit proposals on the schemes that could be executed under the project. It has been planned to select 20 cities for the project in the first phase and the selection would be made after assessing the proposals submitted by urban local bodies, the MLA informed.
Pasighat has all the potential to get selected for the project and citizens should share their experiences and present proposals to improve people's life and PMC should draw up a plan in this regard and include it in the smart city proposal, he opined. The MLA while urging the youths to dream for a better tomorrow stated the city is well connected by road, rail, air and waterways and maintenance of cleanliness in public places and traffic management could be better with involvement of general public. Going by the schedule prepared by the Union Ministry, the 100 cities which were selected in the first round of Smart City competition should present the detailed project reports by the second week of December, he informed.

BOMDILA, Nov 02: Parliamentary Secretary (Water Resources) Gum Tayeng said that she was very impressed with large scale tomato and other cash crops cultivation by the public of Rupa and adjoining areas.
While visiting the flood management programmes and Pipe irrigation projects at Rupa and adjoining areas, Tayeng lauded the public of the areas for bringing about a tomato revolution in the district which has become main source of earning for the farmers.
She appreciated the ambitious pipe irrigation projects through which assured irrigation water is provided to each and every cultivable plot through network of distribution pipes. Stop blame game
Ever since the letter written by Governor JP Rajkhowa to Prime Minister Narendra Modi seeking reconsideration of the Green Field airport project at Hollongi surfaced, people from across the state are voicing their displeasure. Many have criticized the decision of Governor to write such letter. Governor in his letter citing the suggestion made by leader of opposition Tamiyo Taga and various other NGOs sought upgradation of Lilabari airport and reconsideration of the Hollongi project. Letter fiasco has caused massive uproar. Whatever may be the political differences but politicians should avoid those steps which has potential to damage the future of state.
However it would be unfair to blame only Governor and Taga for failure of airport project. Congress which was in power both at centre and state for the last 10 years should also take some blame. Due to the negligence on their part the project took such a long time to pick up. Had the Congress government cleared the project few years ago today the work must have been going on in full swing? Also we have to understand that two wrong does not make one right. Just because Congress messed up the Green Field Airport project, BJP should not follow the same path and create obstacle. It is the dream of every Arunachalees to have an airport of its own in the state. The politicians should not kill this dream due to their infighting. Also Arunachal is the only state in the country which does not have airport of its own. For long term development of state the coming up of airport is very important. Everyone should forget their political differences and support the green field airport project.

Disappointing move of Raj Bhavan

It is regretful to learn that Governor of Arunachal Pradesh has urged Prime Minister of India to reconsider the decision to set up Greenfield airport in the state in view of its high expenditure, hilly terrain and land compensation issue. Instead he suggested PM for up gradation of an airport in nearby Assam. It is true that it’s expensive to develop any infrastructure in the state due to its hilly terrain but it doesn’t mean that we should scrap the project. Will it be a justice to the people of this state to shift any developmental project to other state or stop it only due to its hilly terrain and high expenditure?
Very sadly, it is also learnt that the Leader of opposition of in the Arunachal State Assembly Tamiya Tago gave statement that airport at Hollongi will not come up soon because of various reasons and so, he has suggested the Governor for the same. We agree with him that it would be tough to complete it at the earliest but we want to say that Hon’ble Sir “Better late than Never”. As per their views, our state will always remain deprived of modern infrastructures. At the same time, I request every political party and students unions not to go for Bandh Call in the state in this regard as common man are the ultimate suffers from it. Also the bandh culture weakens the state economy. I hope that Raj Bhavan will rethink over their decision.

Dear Editor,
This is regarding the superlative potholes that exist in the Daporijo to Aalo road. While I was traveling with my brother on a bike I felt like we were riding on a horse. It was like we were traveling on kutcha road with unbalance motion. Our body was paining due to pathetic condition of road.
My brother's poor bike also got damaged. Afterwards I wondered how the passengers who regularly travel on the said road bear such trouble. I think situation will turn worst and more accident might take place if early maintenance is not taken up by BRO. Therefore, I cordially request the various organizations and public leaders to raise their voices seeking early maintenance of the road.
